He's Karl Rove, Dick Cheney can use his powers as the fourth governmental branch to grant anyone executive powers. Especially people in the Bush administration.

This current administration will go down in history as pushing the limits of executive power further than nearly any other president in history.

Unrelated, but do you know why a labratory would have a large, bright sign on the door saying "Important: No Hot Water Allowed in Lab!"

No hot water...maybe they use certain metals which will rust only in the presence of hot water, releasing hydrogen in the process.

On the activity series, there are always some metals listed (Mg, Al, Zn, Cr - on the linked one) that do that. I can't think of any other reason at all, no.
